There is no paid tier and no plan. The one thing this site asks for is an email address, and only from a maker who has already proved a listing is theirs.
Why there is no price
The measurement is the product, and it is worth nothing to anybody if it is behind a wall. A board that tells you which dependencies have stopped moving has to be the thing you check before you install something, and a price puts it after that decision rather than before it.
What it costs to run is one nightly pass over the GitHub API. The method page writes out what that pass reads and how the number is reached.
